Gloucestershire County Council inquiry into its role in Water Park Society

Graham Garbutt, a civil servant and professor of governance, has been appointed by Gloucesterhsire County Council to carry out a review of the County Council's role in the Cotwsold Water Park Society.  Cllr Esmond Jenkins of Cotswold District Council has said he fears it will fail because of a lack of funding.

The review will focus on:

  • A chronology of how the Society was developed
  • An analysis of structures and governance
  • A review of finances and the County Council’s ongoing financial relationship with the Society
  • The way that the County Council responded to previous reviews and inquiries by the police, the Audit Commission, the Local Government Ombudsman and Freedom of Information Act requests
  • Lessons learnt regarding to the ongoing relationship between the Council and Cotswold Water Park

The review will begin in mid-October, and the report is expected early next year.
