'Private Eye lambasted the authority in a column. It said the July 11 incident, in which 15-year-old Kajil Devi drowned at the inland lake tourist attraction, "lifted the lid on an embarrassing can of worms"'.  More details in the article linked here.  Private Eye later conceded that CDC had not 'gifted the water park' and that it should have been Gloucestershire County Council'.  However, Private Eye does maintain that CDC became the regulating body for health and safety at the country park as soon as Watermark took over the lease in January 2008.
